I'm on Windows 7, and my version of VC is the latest one from Steam. Chrck your mouse sensitivity from windows settings. That's got nothing to do with it. The vertical sensitivity (y-axis) is completely out of sync with horizontal (x), and the in-game setting only affects the horizontal sensitivity - it doesn't even touch the vertical one.
For Grand Theft Auto: Vice City on the Xbox, a GameFAQs Q&A question titled "Mouse does not work in game ?".
