Clash is a formal tournament that people work their lives around. They should at least be given the decency of a fair match. I think it makes sense that players should have 60+ levels to play it as it makes sure that they understand the game and are ready, but also people can be lv40 and be ready for the game too.
This bug could’ve been especially troublesome for players during the Clash tournaments that were running this weekend and may have cost some teams their bracket. Riot will need to address these
