I would never change the oil without changing the filter, so I can't answer that but the capacity with filter is just under 4 liters. The 4 liter container of Mobil 1 will bring the level a little above the max fill line. G.
My Triumph Tiger 1050 had two leaking fork oil seals after 16k miles. I renewed the fork oil seals and bushings. See:

I can't imagine the scale on the side of the bottle is calibrated so I would just add a little bit more and chock it up to that. The difference from bottom of the line to top is not a whole lot if I remember correctly and I think I did the same
